Description of the bug
The color picker with a similar monitor setup in the screenshot below appears in the void outside of any screenspace. http://i.moy.pink/i/5cd7947153.png This means every time I open the picker I have to alt+spacebar, and move it into view with the arrow keys.

- Have a monitor setup similar to the above screenshot.
- Click on the color picker.
Expected result: The color picker appearing in the real screen space. Ideally the same monitor as the GIMP main window itself.
Actual result: The window appears out of any accessible screen space, leading to having to use keyboard shortcuts to access the window.
Upon window creation the window itself should check to see if it is within usable screen space, ideally the same monitor as the main GIMP window.
