Cursor and Modal issues

Description of the bug

When I put my cursor over, say, the Text Tool, for example, the Ink Tool is what clicked. The aligned it all off.

Most of the time I can figure it out but when trying to add text to an image is painful. It's difficult to click in the correct spot to edit or add text. The modal covers the area I'm trying to edit.

When the save modal opens, the bottom portion is collapsed and I must drag the edges down to view the buttons.

Reproduction

Is the bug reproducible? Always

Reproduction steps:

Open Gimp
Try to click tool button
Try to save image
Try to create new image and add text

…

Expected result: Cursor should enable button that it's hovering over. Cursor land in area that is clicked. Modals should open all the way.

Actual result: Cursors don't enable buttons that it's hovering over. Cursor does not click in correct area when editing. Modals don't open all the way
