I have the same problem (#1886) and I'm not inclined to reset my computer.

You need to add "> output_file.txt" at the end of "c:\program files\gimp 2\bin\gimp-2.10" --verbose --console-messages to create a file. Here is mine. gimp_report.txt

I've run gimp-consle-2.10.exe also and this is what I get.

I case this helps, I have darktable installed and it showed up when I start Gimp from the command line but I didn't see it when I start from the icon.
