Clipboard transparency lost when copying from GIMP to another application

Description of the bug
Sometimes I edit an image in GIMP with transparency and copy the entire canvas and paste it directly into another application, such as a tweet on Twitter or a message on Discord. In the past, the image pastes with the transparency without any problems.
Lately, I noticed that copying images and pasting them anywhere outside of GIMP replaces the usual transparent pixels with a black background.
This really throws a wrench into my daily GIMP usage, and while I will eventually resort to saving the image and manually uploading it if I really have to, I have the feeling there's a setting somewhere that can change this back, since this is something that started happening without me updating the software.

Reproduction
The bug is fairly reproducible, I have recreated it on two separate Win10 x64 PCs. Commenters on the StackExchange post can also reproduce it.
Reproduction steps:
- Download latest version of GIMP onto a Win10 x64 computer
- Create a new image and draw a scribble or anything with transparency
- Select the whole image and copy it to the Windows clipboard with Ctrl + C
- Open up imgur.com, click New Post, and paste the image directly into the site (Ctrl + V)
Expected result: The image, as it has done so in the past, should paste with the transparency intact.
Actual result: The transparency is replaced with black pixels.
Additional information
My best guess for what happened is that Microsoft changed the code for its clipboard manager. I will share any additional information needed if requested.
