Optimization of GIF animations could do a better job

Description
Please describe the problem: When optimizing a 167+ frame file for saving as GIF, choosing the plugin: Filters/Animation/Optimize (for GIF) results in frames that have blocks of background showing. The Optimize (Difference) plugin works correctly, and also results in a smaller GIF file. The areas where blocks show in (for GIF) are transparent in (Difference). When using (for GIF), the animation can not be played backwards
Steps to reproduce:
- start with unoptimized, complicated temperature chart (lots of jagged up and down lines) some frames with lines, and the problem frames with solid temperature range-like areas.
- Filters/Animation/Optimize (for GIF)
Actual results: blocks of background are duplicated in upper frames, instead of being transparent.
Expected results: It should be transparent.
As a side note, I don't see what circumstances would make the (for GIF) plugin give better results.
Does this happen every time? Yes. It seems to be dependant on a complicated frame(s) that can't be described in square selections without filling the allotted memory (in/to) the plugin.
