Drop shadow filter should render shadow on a new layer instead of the currently active one

Description of the bug
When applying the new gegl drop shadow filter to a layer, the drop shadow gets rendered directly on that layer. This causes three problems:
- Once you apply the drop shadow filter to a layer, you can't use alpha to selection anymore. So working with "objects" becomes harder after applying the shadow filter.
- It makes it impossible to create a drop shadow for a layer that is completely filled with color. The old filter simply created a bigger layer below the active one in this case.
- There is no option for the layer to grow depending on the shadow size anymore, which causes ugly cut-off shadows like in #1580 (closed)
Reproduction
Always. Simply apply the new gegl drop shadow filter to a layer.
Expected result: Drop shadow should be rendered on a new layer below the active layer.
Actual result: Drop shadow gets rendered on the currently active layer
