Dots instead of icons on Windows systems - issue with SVG file mime type detection via Windows registry

We consistently get the same bug report from users of Windows system, in particular, Windows 7 32-bit.

Basically, people see tiny dots instead of icons on this system. Displays size varies. In one last case it is 1280x800.

Manually ajudsting icon size doesn't entirely help. To quote a user, "they get larger but some are still dots, and the pointer doesn't show the tool icon, like if I select fill it does not show a fill icon or a crosshair".
