SVG Drop Shadow with feGaussianBlur set @ 0 doesn't import correctly

Description
Created attachment 369611 SVG with the problem
Basic Information:
- Gimp 2.8.22 x64
- Windows 7 Professional SP1, 64 bit
- GPL Ghostscript 9.21, 64 bit
Problem:
When importing a SVG file that has a drop shadow with feGaussianBlur set to stdDeviation="0", GIMP doesn't import the drop shadow. If I manually change the stdDeviation line for the blur to 0.5, it will display after the import.
Also, if I completely delete the 'feGaussianBlur' section in the SVG file and then import, the drop shadow is properly displayed once the import is finished. This is what should also happen with the stdDeviation="0" setting since the '0' is suppose to indicate that there isn't suppose to be any blur applied to the drop shadow.
I've attached a file that has this problem on import into GIMP. The file was created in Inkscape 0.92.2.
