Transformed objects are displayed at the foreground

Description
When you transform an object using either the new Unified Transform tool or a legacy tool (Rotate, Resize or Sheare) the transformed object goes foreground even if it is not on the foreground layer (example is https://youtu.be/m8Wmrx3WqM8?t=3m59s here) This may cause certain difficulies while stacking multiple objects and the user has no choice how the transformation preview should work at certain point. I suggest to display the transformed layer where it is in the project's logic. And if there is an object on a layer above the transformed layer, this object should be intactly displayed on the preview like in PS. It won't harm a workflow because it is always possible to put a desired layer to the foreground temporary to transform it if it is needed. However currently the user has no choice where to preview the transformed layer - at it's current position in project's layers logic or at the foreground
