On-canvas dialogs should be movable/hidable

Description
On-canvas dialogs are fancy but have a lot of usability and stability issues.
- They are often brokens with tablets: bug 791689.
- They even crash GIMP in weird circonstances: bug 791447.
- They are sometimes not visible when you zoom in on your image (for instance, zooming-in while doing a transformation to do it with details): bug 791797.
- Often the GUI is in your way on the canvas so you have to detach it to see the image well.
In the end, usability experience is poort and one often ends up detaching it into a dialog; and it has also many bugs. On bug 791447, comment 9, Massimo suggests that we may want to disable some of the most problematic on-canvas dialogs for 2.10.
This bug report is a reminder so that we can see the state of the various bugs by 2.10 release and decide what to do.
