Disable all layer effects, save the .xcf and reopen it (all effects are gone)

Description of the bug

This bug is not #12128 (comment 2241251) but very similar.

Disable all layer effects, save the .xcf and reopen it and all effects are gone.

Is the bug reproducible? Always Reproduction steps:

1. Add a layer effect
2. Disable it
3. Save .xcf
4. reopen
5. its gone

…

Expected result: Layer effect is remembered

Actual result: Layer effect is forgotten

Additional information

Once again this is not #12128 (closed) but it is similar.
