GIMP 2.99.19 - Disabling all layer effects then duplicating composition disregards layer effects on layer

Description of the bug

While editing an image I needed to disable all layer effects on one layer to select content from that layer. I then decided to duplicate the composition and noticed all layer effects on that layer were gone in the duplicate.

Disabling all layer effects on a layer then duplicating said composition disregards all effects on said layer

Reproduction

Is the bug reproducible? Always Reproduction steps:

  1. Make a layer with a nde filter
  2. Disable the nde filter
  3. Duplicate the composition
  4. The nde filter is gone

Expected result: The nde filter remains unchecked

Actual result: The nde filter is removed from the duplicate
