Gimp 2.99.19 - Non-Rectangle selection tools present a rectangle with merged layer effects
Non-Rectangle select tools such as quick mask, free select, path to selection and ellipse create a rectangular box with a copy of layer effects applied destructively. I believe this problem has to do with the fact that gegl:crop is used somewhere in the selection tools outside of rectangle.

HOW TO REPLICATE BUG
- Make a red color fill in GIMP with the bucket
- Apply the Hue Chroma filter non-destructively and rotate the hue slider
- Ellipse select part of the color fill
- Delete the circular selection
- Notice that the deletion triggered gegl:hue-chroma to run again in a rectangular box outside the circle
- Hitting delete indefinitely again will cause hue chroma to re-run
- Its destructive and won't go away even if the hue-chroma is deleted from layer effects or the composition is duplicated
So yeah this problem may be solved by fixing the issue with gegl:crop remembering sizes of things.
