stylus offset in screen and window modes with xp-pen star 3 tablet

- GIMP version: 2.10.36
- Package: installer from gimp.org

The paintbrush (and all other tools) are about 2 or 3 inches above where my stylus cursor is (when the input configuration is in screen mode), which prevents me from drawing in the lower third of the drawing window. This problem does not happen outside of the drawing window, or when using the mouse. I've calibrated my screen area on the pen tablet driver. When I change the input device configuration to window, there is no offset between the stylus cursor and the tool, but the cursor is limited to a very small window on the right of the screen. In one session, this problem randomly disappeared, but continued the next time I launched GIMP. Description of the bug

Is the bug reproducible? Randomly
Reproduction steps:
- Launch GIMP 2.10.36 with XP-pen Star03_B tablet.
- Set "Pentablet Stylus Pen" input device configuration to "screen".
- Use any of the tools inside the drawing window.
For example, the paintbrush: Expected result: Paintbrush paints where the stylus cursor is.
Actual result: Paintbrush paints ~1/3 of the drawing window lower than where the cursor is.
