Can't select or move multiple layers when in "Pick a layer or guide" mode

Description of the bug
This is related to #7984 (closed) but I don't think it's a duplicate.
Let's say I want to move two layers. My first instinct is to get into "Pick a layer or guide" mode so I can select multiple layers, but this doesn't seem to be possible. I might be doing it wrong.
So I need to scroll through the layers dialog and search for the multiple layers I want, which can be difficult with a lot of layers. Once I've done that and try to move the layers, it only moves one of the layers. You need to be in "Move the selected layers" mode to move more than one layer.
I think at the very least, "Pick a layer or guide" should let you select multiple layers, if not move multiple layers.

Is the bug reproducible? Always
Reproduction steps:
- Try to select multiple layers with the move tool in "Pick a layer or guide" mode (e.g. try combining left-click with SHIFT, CTRL, ALT, etc.).
- Fail, look through layer stack to find layers I want to select and hit CTRL/SHIFT to select them.
- Try to move the layers but fail.

Expected result: Able to select/move multiple layers regardless of Move tool mode.
Actual result: Can only select/move multiple layers when in a certain mode and from the layer stack.
