NDE: When adding a gradient, it is not added as a NDE filter

Description of the bug

When adding a gradient, it is not added as a NDE filter, although the icon pops up like it is.

Reproduction

Is the bug reproducible? Yes

Reproduction steps:

  1. Start GIMP, Create an image
  2. add a gradient, see the NDE icon on the layer
  3. pick another tool, the NDE icon goes, gradient is added.

Expected result: Gradient applied as NDE

Actual result: Gradient suggested as NDE, applied destructively
