Drop JHBuild from the build/windows directory

I may be being foolish, but what is the purpose of the JHBuild folder?

The project itself maintained, but do any contributors actually use our outdated folder?

Therefore, it would be better to remove it.

This change would not resolve any bugs, it would just "clean up" the build/windows folder a little.
