Text Box Distorts When Applying Letter Spacing

Description of the bug
When applying letter spacing to text, the text box suddenly becomes very tall and distorted. This has happened since I can remember. In the most recent release (GIMP 2.10.36), it appears that the text box remains distorted even after resetting the letter spacing back to 0. In past versions, the text box would return to normal size when resetting this value to 0. It also appears that the text is now being placed towards the lower end of this skewed text box, whereas in the past the text was centered inside the elongated text box (if I remember correctly - I'm not 100% confident with this observation).

Reproduction steps:
- Insert text via text box and type text
- select all text and apply letter spacing greater than 0 in the tool options or via text editor
- text box becomes distorted/elongated

Expected result: Text box remains normal size, text remains in place, and spacing between letters increases. At the very least, text box returns to normal size after letter spacing is returned to a 0 value.
Actual result: Text box distorts and shifts the text lower in the composition. Text box now remains distorted after resetting letter spacing value to 0.
