SVG import doesn't cope well with multiple combining characters

Description of the bug
The text កម្ពុជា
when embeded in an SVG does not display as expected. The lower two symbols are squished together.

Open in Gimp. Compare to rendering in Firefox, Chrome, etc.
Expected result: Whole text rendered
Actual result: Lower portion of text mis-rendered
