Install GIMP in Microsoft Store with normal user privileges

Description of the feature
It would be lovely if anybody could install GIMP in Microsoft Store in Windows 10 without Administrator rights like Inkscape or Krita. I did search for bugs and found the thread about "UWP-ify GIMP" (#1145 (closed)) and this is above my level of knowledge but wonder if there is any progress here?
I think the chance for expanding the user base of GIMP would matter a lot as I imagine lots of Windows based networks allow installing apps in Microsoft Store apps as long as there is no demand for Admin rights. This is the case for me. Here is how it works for me at work, in a big system with many thousands of users, and hope this is helpful?
The Screenshots are missing in Microsoft store. Then I click on the Install button.
After GIMP is downloaded in Microsoft Store and the install begins and I get a blue windows popup with faded background saying:
"This app have been blocked by the System Administrator. Contact the System Administrator if you want more information." Button: "Copy to Clipboard" linking to https://jrsoftware.org/ishelp/index.php?topic=setupexitcodes
When I click on “See details” I get a new popup saying "Couldn't install app - Something happened and we couldn't install this app. Wait a bit then try again. Code: 0x8007029C"
