Use dark theme on window title bar (for Mac)

Description of the feature
GIMP should use a dark theme for window title bars on Mac the same way Inkscape does. I'm currently using GIMP 2.99.16 for Intel Mac and this is how the title bar appears on dark themes:
This white tile bar can be very distracting on an otherwise all dark interface. I think would be better using a dark window like Inkscape does on its dark theme.

In both cases it has been said that this would require GIMP to utilise GTK3 which I believe should be the case in GIMP 2.99.16

This would greatly improve the Dark Theme experience on Mac by making the interface far less distracting from the canvas.
