Change the placement of the Layers dialog's buttons in GIMP 2.99

Description of the bug
It's quite cumbersome to have the chain-link/alpha-lock/move-lock/etc... as a "pop-up" and need to click more than once to get something than in 2.10 was done in 1 click and 1 click only
ALSO and very important if you lock 2 things in GIMP 2.99 you will not be able to see what you did lock a time ago, as you will need to click on a locked layer to launch AGAIN that lock pop-up to see what you did lock!
GIMP 2.10 select a layer and just lock what you want with one click AND WE always know what we have locked as it's visible.
GIMP 2.99 select a layer, click on the "check box, a pop-up appear lock 2 things > and you are not able to see what you did lock without selecting a layer and click on that link check box and got the pop -up to see what you did lock...
Reproduction
Is the bug reproducible? Always
Solution: put back the lock buttons where they were in GIMP 2.10, not only it's more efficient, to lock something, but it's visually there to know what we've locked.
Also on my screenshot I propose to put the "up" and "down" layer to move it to the top, maybe it will solve the problem to not be able to squeeze the layers' dialog horizontally
