When opening or pasting an image into Gimp that is bigger than the current Gimp window, the Gimp window will resize. Depending on the position of the Gimp window the right and/or lower side of the Gimp window can be off screen. This only happens when the Gimp workspace was empty before opening/pasting.
### Reproduction
Is the bug reproducible? Always
**Reproduction steps:**
1. Open Gimp (workspace has to be empty) and make the Gimp window small
2. (Copy image data that is wider than the Gimp workspace from another application, e.g. XNview or paint.net)
3. Open or paste image into Gimp (both "Edit \> Paste" and "Edit \> Paste as New Image \[Shift+Ctrl+v\] trigger the bug)
**Expected result:**
The Gimp window size should remain unchanged and the image should be displayed according to the setting "Image Windows \> Initial zoom ratio".
**Actual result:**
The Gimp window resizes to accommodate the image. The "Initial zoom ratio" setting is bugged too. When set to "Show entire image", the image is usually zoomed out, but not enough to actually show the whole image (should this be a separate bug report?).
When the Gimp workspace is not empty (one or more images already open), opening or pasting a big image will not resize the Gimp window. In that case, Gimp behaves as expected.
It can be argued that resizing the Gimp window could be an option that can be enabled or disabled in the settings. ### Description of the bug
Whenever I attempt to open the GIMP preferences dialog, GIMP segfaults. What's strange about this is that the Preferences dialog opens fine whenever I run GIMP as a superuser (`sudo gimp`). However, for obvious reasons, I do not want to always run GIMP as a superuser so I am writing this issue in hopes that someone can help. I was able to open the preferences dialog a few days ago, there has been no new updates or anything since then, as far as I know. I have installed a new 4K monitor however, though I am unsure if this is related to the issue. If it helps, the monitor is a Samsung `LS27A800UNNXZA`.

Is the bug reproducible?
It always happens, no matter how I try running GIMP, except for when I run it as superuser (`sudo gimp`). __I have already tried resetting preferences, uninstalling all plugins, reinstalling GIMP, everything all at once and GIMP still crashes whenever I attempt to open the preferences dialog.__
Reproduction steps:
1. Open GIMP as a regular user
2. Attempt to open the preferences dialog by clicking Edit > Preferences
3. GIMP segfaults
Expected result:
The preferences dialog opens when running GIMP as a regular user.
Actual result:
GIMP crashes (signal `SIGSEGV`)

UI does not resize with windows display settings. The text seems to scale properly but all other aspects of the UI do not scale. I am running an 8K monitor resolution so some scaling is necessary, or everything would be terribly small. I've attached a screenshot of the Gimp UI and Inkscape's UI (that is scaled properly).

This happened in 2.10.34 as well as 2.10.36. I think the application doesn't realize that the selection has been made. I think it is supposed to highlight a "SELECT" button in a little pop-up, so that hitting ENTER effectively hits SELECT. However, SELECT is not clickable. This is, because I think the application does not realize that a selection has been made.
I just remembered an issue I had that was related to me using GIMP on a second monitor. I moved it to the main monitor and it worked correctly.

Add screenshot or other files if needed.(write it after the > symbol)--> If I'm running dual display on my laptop with HDMI to a TV which is oriented above my laptop screen and gimp is maximized the view menu displays like there is no room for it to fully display in fact I think what is happening is that the menu is trying to open upside down and doesn't have the room to fully display, all I see is a downward scroll bar arrow as seen in the screen shot. I tested this by unmaximizing the window, making it smaller, and then moving it down on my screen so there is room above it, now gimp seems to find the room to display the menu, but still cuts it off at the top of the screen and makes you use the arrow bars to scroll up and down in the menu. Also if working in full screen mode this bug is not there and the view menu displays properly. Edit: This seems to be related to selecting any interface theme except for the system theme. The font glyph renders appear to be being cached once rendered by the font popup menus, even when gimp has moved to a screen with a different DPI. This means that the glyphs render incorrectly.
In this screenshot you can see the glyphs that were first rendered on a lowDPI screen. The additional glyphs were only rendered on the HiDPI screen.

The rendering of a blank new image goes funny when the gimp window is dragged to a second window.
Sometimes the thumbnail images on the right hand side also change shape.

When using the colour picker tool found in the "Change foreground/background colour" window, the resulting colour is incorrect if Windows' display scaling feature is enabled (for instance, 4K scaled to 200%).
The bug is also present on GIMP 2.10.24 if you configure Windows to override GIMP's High DPI settings.

When the gimp application is minimized while a popup window (dialog) is open on a second display while two displays are open as extended displays the position of the popup window after restore is not correct. I have a laptop with a second display attached to it (both laptop and second display are 1920x1080 displays but I don't know if the problem is resolution related. I guess not). The problem with the position of the popup window after restore depends on which display the gimp main window is. On one display the problem is that the popup window moves up after restore and on the other display the problem is that de popup window appears at the wrong display (see reproduction steps below).
# Reproduction

Reproduction steps:
1. Attach a second display to a laptop (maybe it also works with a second display on a pc, but I have a only reproduced it on a laptop with a second display). On my laptop, in the windows display settings, my laptop display is 1 and the second display is 2.
2. In the windows display settings, set Multiple displays to 'Extend these displays' and make the second display the main display (check 'Make this my main display'). In my case display 2 is the main display.
3. Open gimp on the laptop display. Now open the 'Create a New Image' popup window using File > New. Then minimize the Gimp main window using the minimize button on the right top of the main gimp window (second button left of the close button) while the 'Create a New Image' window is still open. This will also minimize the 'Create a New Image' window.
4. Restore the main gimp window by clicking on its icon in the task bar. This will also restore the 'Create a New Image' window, but the 'Create a New Image' window is restored to the second display (I expected it to be restored to the laptop display where it was before minimization).
5. Now close the Create New Image window and move the gimp main window to the second display.
6. Open the 'Create a New Image' window again using File > New.
7. Minimize the gimp main window. This will also minimize the 'Create a New Image' window.
8. Restore the gimp main window. Now the 'Create a New Image' window is moved up some 100 pixels or so.
9. Repeat the minimization and restoration of the gimp main window and the 'Create a New Image' window will move up more on every restore. Apart from this being nasty, it is also a problem because sometimes the top part (and in particular the title bar) of the 'Create a New Image' window is no longer visible and it cannot be moved down with the mouse anymore, since you cannot grab its title bar which has moved off the top of the display. If the lower part of the 'Create a New Image' window is still visible one can select it with the left mouse and then use Alt-Space to open the menu on the top left and choose M (Move) after which it can be moved down with the keyboard arrow down key (standard windows window behaviour) but this is a nuisance.

# Additional information
I have not been able to reproduce the problem with one display active, be it the laptop display or the second display. The problems only arise when the Multiple displays setting is 'Extend these displays'.
Note that it does not matter if the gimp main window is maximized or not. At least as far as I have seen the problem occurs both with maximized main window and with non-maximized main window.
Note that it happens with all popup windows (dialogs) that float on top of the main gimp window when opened, not only with the 'Create a New Image' window. The first time I noticed it was when I had gimp's main window maximized on my second display and left clicked change foreground color. When I minimized the main gimp window while the 'Change Foreground Color' window was still open and restored it, immedeately the title bar of the restored 'Change Foreground Color' window was not visible anymore (was moved above the top of the display) and I had to use the Alt-Space M method to move it down again.

d. check whether you get an screenshot with expected colors. check the GIMP window title after the capture - it may indicate the reference monitor color scheme?

Actual result:
Captured colors are overly influenced by one of the (dominant?) monitors
Perhaps this is the monitor on which the "Screenshots" dialog, with the "+" to drag.
This may become the color scheme reference monitor, but this color-reference seems to distort the colors captured in the target window.

**This "bug" has been persistent since the initial date of installation --- Tablet is brand new & directly from the manufacturer *(Huion)***

**Details:**
The digital pen specifically designed (that came within the original tablet "box") --- as well as the additional "gift" pen [both] have an offset issue that changes in severity according to the pen's position on the canvas*; an issue that's present ONLY in Gimp but not programs such as *PaintDotNet, Photoshop,* or *Blender*. Also, tests in "Snip" -- the Windows "tool" --- yield results that I'd call nothing less than "perfect".
We've made several attempts to tweak the tablet/pen settings in both Gimp's preferences as well as directly in the Huion.exe. All pressure sensitivity tests were normal/flawless. In Gimp, however, pressure sensitivity DOES work as expected --- beautifully even. The offset alone has proven to be our Gimp-Kryptonite. Luckily, we can use the tablet in every way possible; so long as we have Dynamics --- mainly Pressure Opacity --- toggled off.

For other pieces of software that simply refuse to remember their previous position, I have a piece of software that does it for them.
Everything I run works fine EXCEPT for GIMP. GIMP absolutely refuses to remember where it was the last time it ran. To be clear, I don't mean the individual "windows/panels" in the software itself. I mean the main window of GIMP. No matter what I do, it starts up in all different places. Sometimes it is the exact same size but located in a different position when it starts, sometimes it is a completely different window size (often dramatically so).
I can't even use the piece of software that I have that stores window locations for software that don't remember their locations, as GIMP somehow simply ignores the software, and starts up where ever the *&^% it wants. LOL.
I should point out that I have tried all kinds of debugging approaches including not allowing anything to start up at Windows (essentially a clean boot), a safe boot, etc. I have also de-installed and re-installed GIMP.
I don't really know if this is a BUG per se; is there anyway to fix this or make it work the way I want?
System: Windows 10 Pro 64-Bit, version 1909, OS Build 18363.720
