	* app/widgets/gimptoolview.[ch]: applied a (modified) patch from
	Joao S. O. Bueno which adds "raise" and "lower" actions and
	their buttons in the tool dialog. Fixes bug #158666.
	Cleaned up the tool action callbacks.
