	fall back to gtk_action_activate() if the action specified in a
	GIMP_CONTROLLER_EVENT_VALUE mapping is not variable. Enables
	triggering of enum actions from GIMP_CONTROLLER_EVENT_VALUE events
	(like midi note-on and note-off).
