* app/widgets/gimphelp-ids.h: Added Window Manager tab exposing
the window manager hint settings to the user, moved the
activate-on-focus setting to this tab as well.

* themes/Default/images/preferences/Makefile.am: added empty
placeholder for Window Manager preferences icon.
