Updated based on the merge of Script-Fu code from GIMP 2.4.0.

This is the development branch of the Tiny-Fu plugin. It is where new
features are being added. Other changes keep it in-line with changes
in the 2.3 version of GIMP.

- Updated most of the files to bring them in line with the
versions used in the 2.4.0 version of GIMP.
- Scripts are now expected to have a .scm extension.
- Updated to use version 1.38 of the TinyScheme interpreter.
- Changes to the build requirements.
* Build requires GIMP version 2.4.0 or higher.
* Build requires glib >= 2.12.3 and gtk2 >= 2.10.13.
* Updated autogen.sh to support automake 1.10.
- Added SIOD compatability routines:
delq, butlast, last, make-list, nil, prin1, print, strbreakup, strcat,
strcmp, string-trim, string-trim-left, string-trim-right, the-environment,
unbreakupstr, and verbose.
