Don't run perf tests with make check by default

Description
On the armel architecture on Debian, gegl has recently been timing out while running the build tests, specifically the perf tests.
I was told that Debarshi Ray suggested we not run the perf tests since they are "performance measurements, and not a 'real' test suite".
