Disable OpenCL for gegl:noise-reduction

The OpenCL version for gegl:noise-reduction does not work as intended and hence has been disabled. It doesn't generate correct results with both inplace and non-inplace versions. The test was performed taking into account !187 (merged) and tested against non-inplace version.
