Wrong setting in meson.build demanding Clang on macOS

Too small thing to make a PR for, but could someone please either remove that or at least make it arch-conditional? It is perhaps desirable not to force anyone use a specific proprietary compiler, but at least on PPC it is just broken, and GCC must be used.
