Lower IMAP/SMTP(?) timeout

Adding a email account with a not responding IMAP/SMTP(?) server, Geary timeouts after 4 minutes!

- Geary version: 0.13.0
- Installation method: Flathub
- Your desktop: Gnome 3.30
- Your operating system and version: Arch Linux
- Email provider: I host my own mail server (Dovecot for IMAP)
Steps to reproduce
- Add a email account with a not responding IMAP/SMTP(?) server.
What is the current bug behavior?
The "Add account" UI "loads" for 4 minutes.
What is the expected correct behavior?
Geary should timeout sooner and the creation should be cancelable.
