Geary doesn't localize time correctly when replying

When replying to a mail, Gear doesn't format the time in the correct time zone.

Steps to reproduce
- Reply to a mail on a German Fedora system
What happened?
It inserts
"Am Mi, 24. Jun, 2020 um 11:25 P. M. schrieb Bla Bla Bla@bla.example:"
What did you expect to happen?
It should either write the full day and month or abbreviate it properly (with a dot) and it should use 24 hour format, so it should write something like
"Am Mittwoch, 24. Juni 2020 um 23:25 schrieb Bla Bla Bla@bla.example:"
or
"Am Mi., 24. Jun. 2020 um 23:25 schrieb Bla Bla Bla@bla.example:"
(This abbreviation of the month would be valid, but looks somewhat stupid, as it's not much shorter)
There is also no comma between month and year in German date format.
The 24 hour format is correctly displayed when hovering over the receive date of the mail I reply to.

Can provide logs and additional screenshot if necessary. Looks like #272 (closed), but that's fixed for a long time.
