40 testing: Tooltips missing

Hi,

yet another issue after the latest adaptiveness changes related to resolving #1193 (closed)

To reproduce

  1. Reduce Geary to its minimal width by dragging
  2. Navigate to some email - third pane
  3. Hover over the action bar buttons at the bottom
  4. Observe the lack of tooltipps
  5. Hover over the buttons at the top
  6. Observe the tooltipps appearing

Countertest

  1. Reduce Geary to its minimal width by dragging
  2. Navigate to a conversation - second pane
  3. Hover over the action bar at the bottom
  4. Observe the tooltipps showing up
