Closing/reopening lid during user session later results in immediate suspend on logout to GDM

Description
With "suspend when laptop lid is closed" disabled for a user session (e.g. via Tweaks), closing then opening the lid at any time during the session does nothing, as expected, but then later when the user logs out to GDM the system immediately sleeps.
Changing the value for HandleLidSwitch in /etc/systemd/logind.conf (e.g. to 'ignore') prevents this, but clearly the above behaviour is wrong.
