Caps Lock inconsistency

After startup up, at first login Caps-Lock is inconstsistent in (1) LED indicator on Keyboard (2) Effect on Letter-Keys (3) Effect on Number/Symbol-Keys

In order to input my password at first login after startup i currently have to enable password display and then try by using the Shift Key. As far as i have seen (2) and (3) are always opposite.

So for getting "myPass1$" into the password field sometimes i have to type: "myPass!4". Sometimes i have to type: "MYpASS1$".

Later on these get in sync by magic. So it's only my password that hard to enter. Later e.g. for screenlock everything works as expected.

using debian jessie, version of gdm3 is 3.14.1-7
