GDM on non-English installations does not show the layout indicator any more.

On non-English installs, there used to be a keyboard layout indicator shown on GDM and users could switch to EN to enter a password which was perfectly useful on non-ascii languages, such as Arabic, Chinese, or Arabic, which we regularly test using openQA.
Recently, the tests have started failing because they expect to see the indicator which is currently not shown, see https://openqa.fedoraproject.org/tests/2422343#step/_graphical_wait_login/15.
It seems, however, that although no indicator is shown, GDM is in the English mode, because the password (created as a string with English only characters) can be typed in normally and gets accepted without any problems.
I am not sure whether this is a bug, or whether this is a new feature, but the behaviour is quite confusing.
