Support HEIC/HEIF

For better or worse, HEIC is default image codec for all images taken on iOS devices and has been for the past 2 years, and iPhones have 50% market share in the US. Transferring/backing up images from your phone to desktop is a perfectly common thing to do. macOS and windows already support for HEIC, and Linux already has support for HEVC. This is just a basic accessibility issue. The patent/legal issues surrounding this are surmountable because GIMP already supports HEIC. Can a plugin please be added to support HEIC?
