Create gcr4

This brings gcr to the modern era (as per #53 (closed)):

• The gcr and gcr-base libraries have been merged
• Created gcr-gtk4
• Renamed gcr-ui to gcr-gtk3 and remove lot of widgets
• Remove floating abilities to GckAttributes
• Remove all deprecated methods
