Scroll to load more doesn’t work if there is too little content

Steps to reproduce:

  1. Open Fractal with a high enough window.
  2. Enter a room for which you have backlog. The content must be short enough that the window doesn’t have scrollbar.
  3. Try to scroll up to load more history. It won’t work and you have to press the button. Later tries will work as intended.
