Add support for the Meson build system

Edit: I unmarked this MR as WIP since I'm getting close to finishing up this MR

Some final remarks:

  • Some tests are still failing, but I suspect most if not all were just failing already
  • In test-case.vala there was some Autotools-ism that I don't know how to handle properly (see my comment further below)
  • This is a huge MR which was already done over multiple periods of time, so I'm pretty certain there will be bugs
