Encodings are not properly detected

Some days ago I received a ZIP archive which stems from a Windows system. When I opened that archive, special signs couldn’t be displayed properly – instead of some umlauts in the file and folder names I for example saw Russian signs (if I remember correctly). So I assume that this is due to a different source encoding.
I cannot share that archive as it contains internal data, but maybe it’s possible to check file-roller’s sources for this? If someone can tell me how to probe that archive for getting meta data or the encoding, I’ll gladly do that, but please respond timely, as I don’t know how long I can access (and remember) that exact “buggy” archive.
