https://help.gnome.org/users/evolution/stable/calendar-free-busy.html.en does not say anything about where the freebusy parameter requests are defined, is http://www.calconnect.org/pubdocs/CD0903%20Freebusy%20Read%20URL.pdf followed?
https://help.gnome.org/users/evolution/stable/calendar-publishing.html.en says that Calendar and Free/Busy information can be published by the 'Publishing Information' window.
Is the "Default Free/Busy Server" in Evolution Preferences > Publishing Information > Template used only for dowanloading data, or only for publishing by the current user, as the tab title suggests, or for downloading and uploading?
Does "In corporate environments you can publish Calendar and Free/Busy information to an Exchange or Groupwise server." mean, that the whole calender with all events is published to Exchange/Groupware, or does it mean that the individual events are uploaded (over CalDav) to a Groupware server and the server calculates from the VEVENT the free-busy information?
Cyrus Imap follows http://www.calconnect.org/pubdocs/CD0903%20Freebusy%20Read%20URL.pdf Section 4 for free-busy URLs. The further, when a user creates an event with TRANSP: OPAQUE, then the freebusy url of the user says the user is busy during this time and the server supports the VAVAILABILITY components. This is the only way to impact the freebusy information.

Does Evolution consider the busy times if only the calender URL is entered in the contact?
I cannot try this currently in evolution, as for some reason g_file_new_for_url("https://example.int/freebusy/user...") called from Evolution on my system returns "Operation not supported", as described at https://mail.gnome.org/archives/gtk-list/2018-June/msg00010.html.
