templates: Include In-Reply-To/References headers

With templated replies, since Evolution 3.40, headers used for threading In-Reply-To and References are not set in the outgoing mail.

With Evolution 3.38 these headers are set correctly. With normal replies these headers are set correctly.

I use GNOME 3.38, Evolution 3.40.0-1 and WebKit 2.30.6-1 on Debian bullseye.
