Uses LC_ADDRESS unconditionally in libphonenumber code
It seems like there are ifdefs for other parts of e-d-s, but unfortunately not for the libphonenu,ber support in src/addressbook/libebook-contacts/e-phone-number-private.cpp:122, so building e-d-s 3.36.4 on musl fails, because it doesn't declare LC_ADDRESS.
