shell: Set a11y names for annotation buttons

Buttons for addition of annotations are missing a11y names which makes it difficult to navigate using a11y methods. This merge request adds names to 3 of them: "Note text", "Highlight text" and "Annotate document".

Since we are after string freeze (there is 1 new string), let's do this for next cycle. I just didn't want to forget about this.
