[Design] "annotations/highlighting" UI is unclear
(The inconsistent spacing is out of topic but i will not open an issue just for that.)
The issue itself is:

the "notebook" icon is not clear. Isn't it the Gedit symbolic icon btw ? I think
document-edit-symbolic
would be better -
there is a whole toolbar with... 2 icon-buttons !? I understand that maybe you plan to add more features (pdf signatures, etc. ?) to this toolbar, but all GNOME usability studies show that icons are often not clear for most users. So instead of inadequate icons (
edit-select-all-symbolic
for highlighting anddocument-new-symbolic
for text annotation, seriously ?) requiring to read the tooltips, maybe you should consider classic "text buttons". And no need to "link" buttons, they are very distinct features IMO.
I'm almost sure a full redesign is somewhere waiting for approval or implementation and will be ready in a few years, but meanwhile, could it be possible to improve this part of the UI ? As far as i know, my suggestions require no new code, and can be implemented in .ui files in 5 minutes
