incomplete page rendering ("Unimplemented action: POPPLER_ACTION_JAVASCRIPT")

Description
Occasionally, pages don't render completely. This might be a problem mostly with longer documents when down-arrow keyboarding through many pages until a late page containing a table. I downloaded a 72-page publication to my flash drive and then opened it in Document Viewer (Evince). The problem occurred somewhere after page 50. One one page, table rules appeared but most of the text did not. On another page, almost no rules or text appeared. Closing the document (leaving other documents open) and reopening the document in question by double-clicking it solved the problem, which makes replication difficult. I waited for rendering to complete but I did not wait long. If a user does not have any idea how a page should render, waiting or reopening are inadequate solutions.
The document in question this time was from https://tax.ny.gov/pdf/current_forms/it/it201i.pdf (as accessed Feb. 19, 2017).
The software is Document Viewer or Evince 3.14.2 on an openSuse 13.2 Linux platform, kept evergreen until the recent OS end of life. I think the Gnome version is 3.
Possibly relevant are bug 459899, bug 566938, bug 603613, and bug 730943. Some bugs refer to poppler but I don't have that as a separate app and don't know if it's built into evince.
Version: 3.14.x
