When scrolling through a document, the application freezes until it stops at a page

Description

When I fast-scroll by flicking my fingers on a touchpad, the issue is very noticeable. It also happens when using the scrollbar, but it isn't always that bad.

This is the first document I found that has this issue:

There are some other documents which have this problem:

While this is a small sample size, it seems to be correlated with document length.

I'm not sure how to tell if this is an issue in Evince or Poppler, but it doesn't happen in PDFium in Chromium, so it doesn't seem to be a case of a few bad PDF files.

I first discovered this issue in 3.18.x, but after compiling Evince and Poppler from source I found that the issue persists in Git master.
