Evince not have a GSettings key to the caret navigation support always enabled or disabled

Description
Dear Developers,
If a screen reader user want reading a PDF file, after all PDF files open operation need manual enabling the caret navigation support with F7 key. Now, Evince have only following caret navigation related setting: org.gnome.Evince show-caret-navigation-message true
Testcase:
- Open evince a PDF document.
- Enable the caret navigation.
- Close evince.
- Launch again evince, and opening a different pdf document. Because the caret navigation support again disabled, enable again this feature.
Another testcase:
- Launch Evince, and open a pdf document.
- Enable the caret navigation support with F7 key.
- Open again an another PDF file, and try using the caret navigation support. Expected result: caret navigation is enabled. Actual result: caret navigation not enabled, manual need again enabling the caret navigation support.
If have possibility, please do a GSettings key with always enabling caret navigation support after Evince launched or a new PDF file opened. Example GSettings key and value: org.gnome.Evince enable-caret-navigation true
I see this issue under Evince 3.10.3 version with Ubuntu 14.04, but I think Evince 3.10 branch not will be getting maintenance fixes. If this issue reproducable with master branch, please fix this issue.
