Review Mode for Annotations
Commit 722b38a2 introduced the automatic opening of a note when highlighting text. This feature made it possible to directly enter the content of a highlighted annotation because the annotation sidebar displays the content of the annotations. This commit was partially reverted by commit 42f46948, as this behavior was deemed disturbing, for example, for users only wanting to highlight some text.
However, I think this feature could be useful for reviewers of articles where commenting is important.
So, I suggest adding a review mode to the annotations toolbar. This mode would find its place to the left of the annotations and would be activatable / deactivatable. Enabling it, of course, would automatically open a note when text is highlighted.
This feature would take the form of a "Review Mode" text with a checkbox. It could also be found under a gear (which means that there are options) if one considers, in the future, to add an anonymous mode and / or a mode allowing to change the name of the user in case of peer-review (requested in issue #1542 and in a comment in issue #597). This is only a proposal by anticipating the future, but I think it is good to think about it for the design.
Note that the function "ev_view_annotation_create_show_popup_window" which was created with commit 722b38a2 is still there, and can therefore be used for this "Review Mode".
